In a replay of the Dijon scenario, the AI never made a move with its infantry in Soissons to reclaim a nearby vacant objective hex left unprotected by the player. This move would have insured defeat because all the player's units were too far to reconquer it before the end of the game. Is the AI always acting this way ?

Yeah enemy units in objective hexes do not move unless forced to retreat.

The exception to this is if its an objective hex which they've captured from you, they can and will move out then (I got caught out by this in Kharkov, my poor 88's took some hurt)

In my example, the infantry unit in Soissons was not in an objective hex. It was at 3 hexes from an objective hex left vacant by the player all through the game. In the last 2 turns, the AI could have move this infantry unit to reclaim the vacant objective hex, ruining the victory for the player. But it did not. Strange.

Some units are set to guard a specific area or hex. If they are not triggered they will continue to do so no matter the situation elsewhere.
