Capital switcheroo

Carthage's capital at Tunes has been moved to Lycia without my permission. This makes no sense whatsoever. If I destroy the Emperor's Palace at Lycia, will it return to Tunes?

P.S. The palace re-appears in Lycia, so I am stuck.

Done. Thanks, Pocus! Eventually, Tunes lost the icon for secondary Capital.
