Hit and run overrides move and shoot penalty?

I have just noticed that assigning a hit and run hero to an AA unit allows it to be a devastasting AT unit as it doesn't get the -10 initiative penalty when hit and run is calculated meaning it can move and fire to great effect.

Is this intentional?

I assume it would also happen with a dedicated AT unit?

I'm not sure it's intentional but it's a good way to make AT guns a bit more useful in attack!

I really like the hero attributes that we are randomly awarded. Some are boring ("+3 entrenchments eliminated) but others like this one are really a great way to liven up the game and grant favorite units some character and special utility. They would be OP if there were a lot of them, so I'm glad they are rare and unique.
