Close combat bonus (general)

it says

"He also adds a +1 modifier on Cohesion Tests for friendly units within (command range / 4) squares while he is in close combat"

command range /4

does that mean that my sub general provides +1 modifier on cohesion tests for his unit in which he is and all the tiles neighbouring him, 360 degrees

also does it mean that my CNC which has greater range (or that infantry sub general) provides +1 modifier up to 2 tiles around him?

Yes, but only if his own unit is in close combat. While he is in close combat, units under his command are "out of command range".

Yes, but only if his own unit is in close combat.
