Diplomatic deal percentages and resolution

I was looking in the manual for this but didn't see the answer. What is the process for resolving deal proposals? Is it, during turn 1, I propose the deal which gets sent at the end of the turn. Then during turn 2 resolution an RNG result is compared to the percentage and I'm informed about the result. The reason I ask is that (1) sometimes it seems like it takes longer to resolve deals than this (although I could be mistaken) and (2) can I just resubmit the same deal without penalty after it has been rejected? The issue here is that it can cost a lot of stuff to get a high percentage and if I'm not in a hurry I'd be happy to make a cheaper offer with a lower probability and wait for a favourable RNG result after successive offers.

I'm not sure of the exact mechanics, but I quit offering 100% deals. Depending on how important it is I'll go for somewhere between 40% and 75%. If rejected, you can always ask again later.

On turn 1, the proposal gets sent at the end of the turn. On turn 2, the other faction receives the proposal and has the option to accept or reject it, or to send a counteroffer in the case of transaction proposals in the new patch. If the faction chooses any of those options (technically they can also choose to delay a response for 1 or 2 turns but I'm not sure the AI ever does that), you then get informed about the outcome on turn 3.
