Assimilated client & raiding

As Carthage I have assimilated my former client state of Lusitanii. I inherited some troops from him which are now stationed near Saguntum which is still a city state.
Funny thing is that the former Lusitanii keep raiding Saguntum even though I cannot raid. I also cannot stop them from doing this apart from moving them away. Since I don't care about Saguntum it is not an issue. Were they a neighbour I didn't want to irritate this would be a bit annoying especially since there is no way to discern these former Lusitanii from my troops (AFAIK).
