Globals.lua Modding Issue

Per the 'Globals.lua' file:

when editing - PrimitiveStartPopulation = 4,
AverageStartPopulation = 8,
AdvancedStartPopulation = 12,

this part of the file & changing PrimitiveStartPopulation from a 4 to a 6 for example; (to include editing the other 2 categories)
either via the original file or via a mod the game will show the adjustment 6/12.
Problem, there are only 4 workers available.
Tested this multiple times, so...what am I missing?
