0.5 Legacy

I had the opportunity to build a structure in Rhodus that provided half a Legacy point per turn. Since Legacy is the decider of who wins and every bit counts, I constructed it. However, the effect was rounded down and provided zero Legacy. Fractions are counted in decadence, so why not Legacy?
