Question on Mid-Rep Roman Triarii to Hastati/Principes ratio

Hi ,

Question on the Mid-Republican Romans.

One of our guys made an 800 pt list.

The list states that the Triarii must have 1 base per every 4 Hastati/Principes base.

So a legion could be
4 units of Hastati/Principes (4 bases each)
1 unit of Triarii (4 bases each)
2 units of Velites (4 bases each)

The question is could a legion be
5 units of Hastati/Principes (4 bases each)
1 unit of Triarii (4 bases each)
2 units of Velites (4 bases each)?

I can see two different interpretations.

1) One battle group of 4 Hastati/Principes bases does not require associated Triarii or

2) You are prohibited from taking one battle group since you can not have a single base unit of Triarii

What say you?

I tend to agree with Nik.

It's ALMOST like the 'lose 1 dice per 3', in the sense that if you have 5 dice you only lose 1 dice, not 2 because you ALMOST have 6, but unfortunately the wording isn't like that, so I'd say 'the second option'.
