Land units cannot embark from ports

Gentlemen!
In my homegrown custom scenario I am unable to embark human controlled land units (specifically: infantry) onto sea transports from ports.
I guess I must have overlooked a setting somewhere.
Can anyone tell what I do wrong?

You need to place a village, town or city next to the port.

I think you can embark troops from beaches if a destroyer is in an adjacent hex.

Its great to have forums the editor manuals are very helpful but someone like myself it took awhile to figure this out I pulled up someone else scenario and figured out I had to place a city, town, village .... I need to make notes and keep track of things if I take a big break from making something I will forget all of the nuances though I will have just the manual
