If I interpreted your question correctly, then the following logic applies: you can get a bonus from goods only if their located in adjacent region. It doesn't matter if that's a naturally produced, manufactured or imported resource.
So, it goes like this: try to create as many common goods manufacturing buildings in your central or coastal (preferably) regions as possible. These regions will be building commerce boosting buildings (look out for % and Trade Range) alongside your typical stuff like culture and infrastructure. Create demand (buildings in need of those common goods) all around your Empire and try to build Bonus Goods producing or importing buildings in adjacent regions.
Don't be scared to build cattle, salt and other common goods in most places thinking that you will get less profit. That's not true at all, just focus on the above strategy at the same time and Trade Acumen of dedicated regions will do all the work for you.
Edit: after reading your question again I think you were asking about good in need. Those can be obtained only if they are located in your region Trade Range. That means only Manufactured and Natural Resources count, NOT imported ones. If you have NEEDED resource in adjacent region, but it's imported from the distant region (e.g. adjacent importing region has higher TR due to commerce buildings) outside your REGION IN NEED Trade Range, then you will still have NEEDED resource missing.
The bottom line is — imported resources counts only for Bonuses and you can't import Imported Goods if they are NEEDED.
