Walls not showing properly

When playing Messina, they have a special building, the Epitechismata, that provides (among other things) 1 wall for defense.

You may have more than one of these buildings per area per the special rules for Messina.

I currently have 2 in an area yet "defensiveness" shows I only have 1 level of walls. Highlight the city on the map and it also shows only 1 wall. Shouldn't it in this case be a minimum of TWO walls with additional garrisons?

I constructed a 3rd one (as allowed) and it STILL shows 1 level of walls (should now be 3 levels?)

I built a Palisade and it STILL shows 1 level of walls (should be 4 levels?)

I think the game is not properly registering Epitechismatas as wall levels (unless I am missing something)
