recruiting minor faction troops

i just wondered....
how would one mod the game in order to enable troop recruitment from minor factions?
i notice in the spanish campaign the coalition is able to recruit troops from spain, i would like to see this enacted within the grand campaign (ie if coalition declares war on ottomon empire, french player could then recruit from the ottomon pool of units etc). (so i guess this can be done?)
also prehaps minor factions which join, or are conquered by french or coalition forces in the grand campaign (ie portugal, german states, sweden etc) should have recruitable troops available as well?
prob not historical, but adds flavour and diversity.

Unfortunately, they haven't released the editor yet, and I don't know if you'd be able to change this even if you had the editor. Not letting minor countries recruit units might be hard-coded or something. I really want the editor, though!
