I can't scroll the specialization screen put I can see there is stuff past 1943 like proximity fuse if I hover my mouse at the bottom just above close and acquire buttons.

It's a quirk. The last scenario, Moscow, begins in early December 1941 and runs at most to early February 1942. The designer included Proximity Fuse and Pakfront in with specialisations possible for the Soviets even though these specs are not available by date until 1943.

Also, this date here controls how much of the spec tree is shown in the window. The idea is to show the entire time span of the campaign as there is no vertical scroll bar for the spec tree window (there is a horizontal scroll bar if needed to show more specs per year):

May 1943 apparently is advanced just far enough to allow a "peek" at specs that will be available in 1943 although this campaign never gets there. It's tricky, though; this is how it looks after changing that date to 31-12-1942:

Not exactly optimal, either. Guard Infantry begins in October 1941 and the spec box is too big to fit into the rest of the year. The optimal date turned out to be 1-1-1943; all available specs on screen, no hidden specs popping up at the bottom:

So it's not a game bug. The date could be changed in a future patch but it's probably not worth the effort, frankly. Thanks for reporting, regardless.

Thanks for the reply. I haven't finished the campaign yet so I was worried that I couldn't unlock stuff. So far I am enjoying it and hopefully you guys make the rest of the Soviet campaign till the fall of Germany and the invasion of Japanese controlled China
