I have been told here in the forum that this is incorrect, so I have tried to find out how distribution is actually calculated. It looks like 100% of current infrastructure production is equally distributed to all regions in a province that are building anything, and I haven't noticed any sharing of stockpiles. As for food, I can't figure out how it works. In addition to items that are fully pooled across the region (such as military equipment), resources such as food are partially pooled and moved between regions if one is short of food. If a region has a surplus of food or infrastructure points, it will share up to 50% of current production and 15% of anything that is stockpiled.
How is food and infrastructure distributed in a province?

How is food and infrastructure distributed in a province?
In the manual under section 5.2.3 it says,
Re: How is food and infrastructure distributed in a province?
Well i'd say the manual sounds correct
Infra is shared if (a) at least one region is building; and, (b) at least one region is not building and sent from the non-builder to the builder. Note if no region is building, there is no sharing.
military equipment is produced in the regions and stored at the province level (but the amount you can store is affected by the military buildings you have created)
food will try to reach a balance, so that most regions have a roughly similar surplus (if this is feasible given production/demand), its not as linear in its effect as infrastructure as its trying to do something different

Re: How is food and infrastructure distributed in a province?
I double-checked in the game, doing all of the math by hand, and it looks as though the net infrastructure distribution is 100% of the current net production of a province, not 50% as it says in the manual. It also seems to use only the stockpile in the region where a building is being built. Is this a bug, or am I calculating it incorrectly?
Specifically, I checked the ledger for the current net production of all regions in a province, and I calculated that their sum matches the total production in the province screen, as expected. I now build only one building in one region of the province, then mouse over the infrastructure numbers of that region, looking for "Net change after provincial infrastructure distribution." This number always equals 100% of the net provincial production. If I then start building another building in a second region, the "net change after provincial infrastructure distribution" equals 50% of the net provincial production in each of the two regions. And so on.

Re: How is food and infrastructure distributed in a province?
There may be different rules for food and for infrastructure.
Maybe the manual is correct for food, but for infrastructure, I have had the same experience as WG : All production seems to be divided equally between all the producers. I haven't checked if the producers contribute to a pool that is divided evenly, or if only the non producers contribute, though.

Re: How is food and infrastructure distributed in a province?
Do these calculations include loyalty effects? If loyalty is at 55% then you only get 55% production etc.
