How often do the structure proposals change itself if I don't shuffle?

Will the structure proposals always stay the same if I don't shuffle?

yes. so you can save a particularly desirable building for later if you want. I did this when I wanted to trigger a decline to 'old' (to clear govt age) and held back on some nice decadence reducing buildings while I forced this to happen

But sometimes when I finish a building, I find that the structure proposals change.
For example, there are farm and wall in the structure proposals which are both wanted. But when I finish building the farm, the wall isn't in the structure proposals.

thats different, you have effectively 'shuffled' by making a choice and building.
