Manpower and slaves

It seems evident that the manpower pool of a nation depends on the numbers of its population.
But I haven't still understood if only citizens are counted in this respect or also slaves.
Anyone has any idea regarding this issue?

Slaves are not counted.
National citizens provide double compared to foreign citizens

My manpower is at 11,168, has been over 10,000 for a long time, and is increasing at +1,671 per turn. There is no use for this manpower except for the occasional decision to exchange a few for money or the occasional unit build. Would be nice if there was a decision or other use for it like sell it into slavery or allocate it to an especially large building project.
