Master Fletcher and Master Armourer on strike

I noticed that since the last software update the Master Fletcher, Stable Master, and Master Armourer no longer put a helmet icon on the map when they upgrade a unit and in fact don't seem to be doing any upgrades. There aren't any messages saying they have done any upgrades and I can't see any when I check the units, despite a large number of units of various types parked in the relevant regions. Have they gone on holiday or do I need to pay them more? I have plenty of the relevant resources if they are needed.
