Another great guide! Thank you kindly, sir. Read it at my lunch break (who wouldn't do it with such a great read).
I'd just like to add a tip for new players and early game- do not underestimate the power of putting your citizens to producing culture. I think a lot of newbs completely disregard this option without appreciating that citizens producing culture (say 1/4 or even 1/3 of the population) can not only move you up a tier of the CDR ladder (say from tier 3 to tier 2), but also help with loyalty, which in turn increases productivity as well.

this point is actually made in the guide - that all that really matters is the ratio? And that you have to accept decadence to get the legacy you need?
It was a set of notes on managing decadence, not on the interaction decadence-culture-loyalty
