Food distribution issue

I just noticed that the food distribution can be quite extrem. I have one large (39 POP) and 3 smaller regions (20-30 POP). Total province food production is +222, largest Pop region makes +87. All food from the largest region seems to be distributed away and the region stays at 0 growth. (It is also not mentioned in the tooltip how much food is distributed away?)
In most cases, I think this would be the most desired outcome to not inflict unrest in the large Pop region.

However, in this case I have a lot of loyalty buildings in the large Pop province and my loyalty is still highest here (other provinces are 65-80 loyalty and getting the food to grow further).
I would prefer if the food distribution would rather help the region with highest loyalty to grow. I initially thought it would be great to specialize one province with culture buildings and let it grow large, while a smaller region might specialize on food production to support the main region. But with the current distribution system, it seems that this is not possible...

Is there any way to let population of the largest region grow?

region distribute % of they production AND % of they stockpile - so if you have big stockpile in one region, it can distribute all food

if you want grow region with most population - desrtoy health buildings in other regions - and after they stockpiles will become large as in main region - you will see grow in it
