Cycling Buildings??

Do you hit the building list recycle button often? I haven't at all, just taking whatever buildings are offered. Some Iberian regions take several turns to recycle. Or should I be hitting recycle on the turns I'm not building something to try for buildings that would be more beneficial?

Depends on the situation. Usually I have a specific goal for the province so I pick whatever category that matches. In some cases tho, when public order is low and I need a way to decrease the unrest, or when I know there is an 4x times more efficient building to get (usually at something 20+ pop when bonuses for specific resources are plentiful), I choose to reroll the option. It costs infrastructure to actually reroll so don't waste it if
your province is ex. Infrastructure focused and the "wrong"
type of infrastructure building appears, you'll still need it eventually.
