Can a wonder be built by any nation?

Or is it consistent with the true ancient history?

for example the Colossus of Rhodes can it be built by Syracuse?

but - the nation that historically built it has the first chance, if they fail then other nations can.

You must be able to build tier III of the actual type (so have, for eg, at least 6 commerce buildings) and be in civ level III yourself. In the end the building will appear in the queue ... you may have to shuffle quite a lot

So as long as the nation that historically did not try once one and failed we have to wait?

for example Rhodes must fail to build the Colossus and then I can build it with my nation?

To know this failure we will have a message (to know when to build?)

some produce a message - the workshop is one (I ended up giving Archimedes a nice place to live near modern Rostov in my Sarmatian test), others I think you will just find in the build queues. So once you unlock tier III its always a good idea to check out the full list of what is possibly available.

I've built the great library and if I recall just found in the build queue and then shuffled till it came up

Another question: how can we fail to build?

it is if the nation changes its mind?
(eg being conquered by another nation that cancels this?)

or

it is according to a number of turn defines?
for example after 200 turns?
