Raided regions

I see how some of my regions have been suffered events of raiding, in which some AI nations (at peace with my nation) raid my regions without sending any army. Some time they succeed (not always). It they succeed the region is maimed in production/trade some turns.

It is possible to avoid this? it is simply and event like plague, famine, etc?

In my game as Dacia my northern province was getting raided by the Lugii for a time whilst my armies were dealing with a war with the Getae.

I built fortifications in the two regions affected and I started getting "raid failed" messages as my border troops safe behind their pallisades gave the raiders a bloody nose......Then the raids stopped :D

Then I must spend one slot building pallisades. Perhaps I prefer they raid the border regions....

there are several factors at play but a region with high 'defensiveness' has more chance of defeating the raiders but it also depends how strong they are. Basically a raid can:

a) cause a lot of damage, lost pop/destroyed buildings
b) cause some damage - this will give you the raided modifier
c) sort of end in not much happening
d) defeat the raiders - in this case the raiding stack will take a major hit on effectiveness

best solution is to get relations > 25, or, esp in early game, station some medium infantry in the region. By mid-game, if you have built up the defences, most times the region will survive with no damage

Don't take me granted, but it seems like that the possibility with the raids is dependent on how loyal the province in question is. Once the loyalty of the province is above 90+, I don't recall getting any raids at all.
