Meaning of message?

"All of a sudden region X is in unrest against you. We believe one of our neighbors is scheming against us, but which one"

Is this something to take literally? Is there some mechanic in the game to create unrest in a rival's region. There is in Aggressors: Ancient Rome, but I was not aware of one here.

Or is this just a colorful reaction to regular unrest, whereby my government is just trying to make excuses?

No, there is really someone who played a decision to instill some revolts coming from your slaves!
