two special relationships +100 & -100

can you tell us more about these two special relationships values?

- 100 = Feud or permanent war
ok but in terms of play?
--- Impossible peace?
--- fight to death so until the destuction of one of the two protagonists?
who thinks of Carthage & Rome :)
if so, will not there be a problem with War Weariness?

+ 100 = Pact or permanent alliance

if so, how can you go to war? can we break the pact?

-100, if you get into a war, its a fight to the death. Covers issues like the Sarmatians and Skythians. Doesn't start a war, but in the circumstances (low relations, mutual objectives etc) war is almost inevitable. And yes, war weariness can become a problem - potentially destroying both sides due to the impact on loyalty etc.

Carthage and Rome find it hard to avoid each other, but as such, can opt for peaceful co-existence. Just that they have a lot of tensions - Carthage will dominate trade within the Roman controlled regions, Rome can't really commit to expansion either into Greece or Gaul if Carthage is still powerful, Roman fleet building will worry a Cathaginian player, both can make useful gains in Spain, but I'd say that peace suits Carthage (unless Rome is weakened for some reason) while at some stage Rome will want to secure the Western Mediterranean (for its own security).

+100, you can worsen the score either by insulting them directly or by praising a nation they are at war with. Then you can do as you like. But I think you need to go below 100 before you can break it.

A note of importance, you can't reach -100 or +100 except under some circumstances handled by the code or an event, but not from one of your insult.
