How can Germany possibly be the victor?

I recently had a game where - as Allies - I took both Berlin and Hamburg by turn 104 (next-to-last).
The pop up proclaimed a "minor victory" for... Germany as they had conquered "all enemy capitals"!

If I had known this would be the case, I would've waited for turn 105 and earned a stalemate!
