Upgrade unit next to minefield

I just discovered that you can't upgrade a unit when it is located next to a minefield.
Is this intended?
I understand that upgrading next to enemy units is prohibited, but this seems a bit unreasonable.

Anyway it is very strange that one can upgrading anywhere, in the countryside as in the middle of the desert.
In PanzerCorps, we can only upgrading in a city what seems more logical.

Agree, upgrades in villages/towns/cities would be better.
Wether there's a minefield nearby or not

If the Minefield next to the Unit is not visible then you can upgrade (I just made the test).

Air units can only be upgraded when landed on carrier or airfield :
