I had 960 good quality Hoplites charge the rear of 270 Light Horse ( they were engaged against some Light Foot ) in good going and nothing ??
Why is Disruption not caused when Mounted are hit in the rear by Heavy Foot ?

Mounted troops charged in flank by infantry do not get automatic cohesion hit, according to the manual:
As for why it is so, I would say it's simply to reflect the mobility of mounted troops. In the game it is seen as very static, but in real battle those cavalry troops would not stay in one place, they would constantly be charging and running (even when engaged with enemy), so infantry couldn't really catch them in their rear (if at all).If the flank-charged unit is already in close combat against another unit, or
evaded this turn, it automatically drops 1 cohesion level (see the Cohesion/
Morale section below), and the impact combat is fought on a guaranteed net
POA (see Points of Advantage in the Close Combat section below) of +200 to
the flank attackers, unless any of the following apply:
- Non-light troops are charged by light troops.
- Mounted troops (not elephants) are charged by infantry.
- Elephants are charged by mounted troops (not elephants).
- Infantry are charged across an obstacle (irrigation ditch, fortification
etc.), or while in a built-up-area.
- If the flank-charged unit was neither already in close combat, nor evaded
this turn, or one of the above exceptions applies, the unit does not drop
a cohesion level. The flank chargers instead get a guaranteed net POA of
+50 if their non-flanking net POA would be less than +50.
- Units in square are immune to flank/rear attacks.

Imagine Light Cavalry as the low-tech versions of the Trilarians. Being transdimensional, they are always phasing in and out and cannot easily be caught.
