Possible Sicilian glitch

I'm playing a pbem game as the French, and my opponent sent Sicilian troops to fight near Venice. I guess he planned to occupy the abandoned cities with British troops. Anyway, it became a race to get to the deserted cities. I beat him to Palermo, and occupied the city while he occupied Naples. Then the Two Sicilies surrendered. Is this supposed to happen? I was under the impression that the Two Sicilies has two capitals and you have to capture both of them to have the country surrender. Whenever I capture Naples first, the Two Sicilies doesn't surrender until I capture Palermo too. This leads me to believe that perhaps we have a glitch on our hands. Let me know what the verdict is.

Correct, both Capitals were defined as Primaries so is fixed now. Thanks!
