Prestige % question

When you move the cursor over the prestige window during game play you can see what percentage you are getting per turn. Does the % indicate how much you get per turn or how much you lose per turn? Also if you play with the soft cap is there a chance that as your units get damaged during the scenario, the penalty for a core goes down?

That counter also shows you how much you will be earning that round, if any, so lets say you are playing Piatek on Colonel difficulty. It would show you that you are at 100% earning 50 prestige per turn.

But when you get to Kharkov 42 and it shows that you are earning 200 per turn and your counter is showing 90% that means you will only be earning 90% of that 200 or 180 prestige per round.

The percentage has to do with the soft cap, that really does not start to come into effect until usually 43-45.
