Steep Hills

Do steep hills combine steep hill effects along with whatever they are "covered" with?

For example:

Steep hills are always "difficult". If they are covered with brush do you add the "LF visible within 4MU's"?
Or is the brush just decoration?

If the covering is pertinent; how do you determine what it should be, per the terrain type?

According to the rule book, pages 131 and 140, a steep hill may be covered by broken ground, brush, plantation, vineyards, forest or a village. Terrain effects are cumulative. If selecting a steep hill with cover, both would of course need to be allowed for the territory type chosen, as listed on the chart found on page 139.

OK, but how do I determine what type of terrain goes on the hill?

If we have mountainous; there are 4 steep hills possible and 2 of them are mandatory. Does the person placing the hill get to choose what he wants on it?

Yes, the person placing decides. The hill still counts as 1 or 2 terrain placements depending on size regardless of another feature being added on top, but the feature atop the steep hill does count against the maximum number of such features permitted by the table.
