Can we get some semi-authentic flags for each army? Is this coming in updates? Is it available in a mod?

We hope to do faction-specific flags when we come to the Medieval period.

Flags are the way they are very deliberately.
The colours have been chosen to be distinct for those who are colour blind ( 8% of our audience ). That limits you to 8 ish colours since any one colour might be seen against any other.
We didn't have the resources to create faction specific flags without taking them from somewhere else . . so its more units or more flags. This is a niche product.
The original flags had more patterns on them, which I do prefer, but it was felt to be too confusing when they need to be seen against a map full of units. This simplification compounds the need for fewer, identifiable colours.
You can't disable them because they convey essential information.
Modders, however, are free to do what ever they want.

May be I can disable flags by edit some file in notepad?
And second question - how can I disable unit animation on the unit info panel? When I disables unit animations in the game, unit animation on the unit info panel not disabled. Thanks.

It is possible, but I don't know exactly how. The display of the flags is controlled by the engine, not by the scripts. The scripts only control which of the texture variants is shown, not whether the flags are shown at all. I guess you could make them invisible by replacing their textures with fully transparent textures.

But I guess you could prevent them from moving by changing the WAIT animations for each unit (which are in the .txt files in /Data/Battle/Units) to only show the first frame of the normal wait animation.
I am sorry, but we have not given a great deal of thought to making it easy to disable all the cool features of the game.
