Fog 2 C-in-C View Only Mod?

I was wondering if there are any ideas or tips to make a mod whereby the battlefield could only be seen by the c-in-c and he could only act upon those units that he could see/message. The 50 Zoom in view could perhaps be used giving him a true "eye view" giving him the need to go up hills etc to see better. Maybe some sort of Fog of War?
A tall order I guess, but hopefully given some of you modders some ideas.
I think there used to be something similar in RTW.

This is a brilliant idea. It would be worth the effort to see the results, even if the game itself were not so playable.
