The button Nation is not functional

The other options are functional :

I'd like to confirm this, if I may. Here is a brand new trigger inserted in Panzerkrieg DLC, 09_Winterstorm scenario. One may not even click the Nation button; it is inactive and the condition remains stuck on None:
