Enemy units repair limit at level 4 or 5 difficulty

Hi,

I'm not sure if this is an interesting question at all, but I've always wondered if it's a bug or intentional that enemy units (12 resp. 13 strenght points at level 4 resp. 5) cannot repair themselves beyond the 10-strenght limit... :?

No, it's not a bug in my opinion.
