Can't transfer units to a new commander

It may be that I'm missing something but I can't seem to transfer units from one commander to another. There doesn't appear to be any instructions or controls in the manual, it simple states that it's possible. Can you elucidate?

as far as i know, you can't, or i haven't been able to do it, so like you have no idea if it works or can be done either

You can only do it during the deployment phase. Select the unit you want to move, mouse over any unit in the command you want to transfer it to, and the "Switch Command" order icon will appear.
