Screen targeting artefact still present after patch 5.2.3

I've had this weird target reticule thing for many months. I have reported it before. Once it appears, you just can;t get rid of it without a restart.
If you scroll the middle mouse wheel (zoom) it can disappear momentarily, then comes back after a very short while.

I have the same problem - its possibe l to switch back to the last version ?
