Sluggish mouse response

Sluggish mouse response
Just downloaded, and updated as of 27th Oct. and it looks good.
Big problem is the mouse (pointer) response when over the map.
Response is normal until i click accept on the tutorial list screen. After that the pointer is very sluggish taking some time to move across the screen then overshoots because of the difficulty in positioning.
It is not quite so sluggish when over the tool list (bottom left and right).
The sluggishness is still there on the quit - are you sure screen when exiting the Tutorial.
If Quit on the main menu is selected before Tutorial the pointer works as it should.
There is about a 2 sec delay on the touch response as well.
Is there some mouse settings i should be looking at?
Windows 10 pro - 8GB ram - i7 3.1GHz proc dell all in one.

lets take a look
How to get a DirectX Diagnostic file:
1. click on "START"
2. click "run"
3. type in "dxdiag" and click "OK"
4. check through the tabs and perform all tests
5. click "Save all Information..." and save the text file to a location of your choice
We prefer that DxDiag files be posted as message attachments rather than pasted into the body of the post.
once the report has been made, just attach it to your post with first adding the file to a zip, which is then permitted to attach to the forum

Some thoughts...
The touch screen response is interesting. Having touched the screen the pointer does not move for a noticeable delay then jumps to the touch location.
The mouse response is essentially the same in that after the mouse move there is a delay then the pointer follows in a series of step moves until it reaches the final mouse position.
It really looks like there is a problem in sampling the user input devices. After all jumping the pointer around the screen (when the screen window does not change) should not tax the hardware too much.
The graphic animation of the soldiers moving is smooth even when zooming or panning.
Response to keyboard input (zoom, pan etc.) also has the delay.
I know it is no help but BA or sorry to mention it, Empire Total War, works really well at the highest level of detail, shadows etc. so i am not really convinced it is hardware issue.

Please post your video card specs.
Try turning Shadows down to low, and ensuring that AA is off.
SHIFT+Q will show your framerate. If your framerate is high, but you experience mouse lag, then it is usually that the driver is buffering too many frames. This can be worked around by restarting in Windowed mode (if at full resolution it will look just like fullscreen) or via the video card control panel provided by the manufacturer.

Shadows off makes the response almost acceptable. AA was on none - changing to 2 did not seem to have an effect.
Various screen resolutions (restarting between changes) and windowed did not have any obvious effect.

just make sure the game is using the default card and not the inbuilt onchip one,

Frame rate: with high shadows between 2 and 6

yes for a guess your using the intel chipset version and not the AMD card installed, and it's why the FPS are so low

Though both are pretty low-performance 3D parts. But if you can use the control panel to force the game to run on the dedicated AMD card it should help significantly.

As usual, you are right and the source of all good knowledge
I suspect Dell have done something to the drivers because i have updated them but there is no option to force using the AMD part
Perhaps it is time to see how good or bad my Surface book is

Yes its not too bad on the Surface book, 47fps with shadows off.
