changing settings?

Changed from full screen to windowed.
Saved, but it looks identical?
In fact nothing 'looks' like it changes in setting?

If you are running at full resolution then Windowed will indeed look the same (after restart) as it is a frameless fullscreen window. This is by design. Some changes only take effect after a restart, or after restarting a battle.

How would one resize a frameless fullscreen window in Windowed mode? Clicking on the corners and edges of the screen in this mode doesn't allow one to resize it.

I've had the same issues. Also cannot move the Window around the screen.

You can't resize it, except by changing the game resolution (and restarting the game).

Future updates will allow you to put a frame on the window if you desire, which will allow you to move it, but not to dynamically resize it (the UI cannot handle being resized in realtime).
