SE units not spawning

I've most recently started playing PC again, in the handful of runs before my current all on the 39 scenario I have had SE units awarded. With my latest run, none. I'm at sealion and no SE units awarded. Is it a matter of chance or should be getting them every run through?

Every time you start a scenario with a free SE slot, you have a 30% chance of getting another SE unit. Thing is, this means 70% chance of NOT getting one. The quirks of statistics mean that the 70% matters more, so even after 5 scenarios you have about 1/6 chance of not having one SE unit, and at 10 scenarios it's still around 3% chance of having nothing.

Ahh, so got nothing to do with scenario settings, just pure luck of the draw?

Correct it is random. I had similar "luck" with Guderian playthrough, but thankfully I have my full compliment in 42/43 West now.

If I'm playing a really high difficulty then I justify occasionally reloading the last autosave to get the right SE unit.

It's just too much of a lottery otherwise, where that sort of variance can make or break a campaign. I did that on my Ultimate playthru for US Corps to get the SE P-47s, where otherwise I wouldn't be able to continue.

No one, I mean no one can hold that against you. Playing at that insane level is just commendable on every level.
