Shift with a Wheel?

P. 45, Shifting, says a "free" shift of up to half a base width is allowed (second bullet) -If this is necessary to avoid "clipping" terrain or friendly troops, and at least one front corner of the battle group moves at least 1MU (excluding the shift).

If a BG is at the end of a line of battle (BG2) in side to side contact with it's neighbor to the left (BG1), is it allowed to shift to the right in order to avoid the rear corner running into the adjacent BG when wheeling?

Yes, that is one of the main purposes of the rule.
