End Game / Victory conditions

Hi - First of all congratulations for a great simulation of the complexities of asymmetric warfare.

Now complexities of play through the tutorials has me a bit confused in Tute 4 - Operation Red Wings the turn counter goes to 60 yet I have got to turn 102 and nothing seems to be happening. I have PP of 10000 and H & M of 96 and Terry Teleban has disappeared. All I seem to be doing is visiting villages every few turns and dropping off aid - so I'm guessing that I didn't reach conditions on turn 60 but there was no warning of this?

Happy to post a Save game if required. Non Steam - Version 1.0.5

Looking forward to some feed back.

Update - I restarted the operation this morning and got a victory not sure why it didn't happen the first time.
