You are not supposed to travel through tunnels. If you are talking about ones like these found on Okinawa, they are supposed to be destroyed like foxholes and bunkers, that's all. In the Okinawa scenario, they are called "Cave Entrances" and are linked to a secondary objective of destroying four of them to gain additional resources.

You can travel through tunnels, at least I managed to do this with (Japanese only) units a long time back.
I think I placed the unit next to the cave and moved it to a different cave the next turn. Maybe the caves need to be within a certian distance of each other.

This tunnelling feature looks like an abandoned idea which hasn’t been really used yet as travel method in the original campaigns. Mainly Japanese inf units (except commandos, snipers, volunteer fighters, and cavalry) got this hidden tunnelling trait while other nations rather have it sporadically.
Units only have to start their turn adjacent to allied tunnels to make the special tunnel-symbols appear next to other tunnels to teleport there. The range between tunnels for travelling looks unlimited. Enemy tunnels can only be destroyed and not used for travelling.
I hope you guys see the light at the end of the tunnel now.
