Tutorial 3 Problem

I am playing the tutorial where you have to build two FOB's in Bravo area. I have one built and unable to build another.

I hate version 1.0 games!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
