I am under the impression that with the new update to OOB that one can now play either side when choosing a scenario. I have Morning Sun, Blitzkrieg & Pacific. Is this correct, and; how do I do it?

I don't think it could be possible to choose the side when playing a scenario.
There are two main problems :
- AI is scripted for the ennemy but you could made scripts for both sides and deactivate the scripts of the human player. It would ask for the working double.
- To compensate for the lower artificial intelligence, we tend to return the stronger enemy. It would be necessary to be able to change the balance of the strengths according to the choosen side.
With the editor you can edit the existing scenario and make the changes necessary to play with the other side.

Playing different sides is definitely not possible with the current version 2.9.9. I have not seen the beta for the upcoming patch to go along with Kriegsmarine, so maybe it might be possible in the upcoming version.
One thing is for sure, though. Although terminator is correct in what he says, it would be nowhere near as easy as he makes it sound. It can be done, of course, but it would take a substantial amount of work. The scenario editor is quite difficult to master and the extensive testing that is necessary takes a lot of time and effort.
Sorry to be a killjoy, but I could not let that one go past.

With Kriegsmarine, there should be a skirmish mode. Skirmish mode involve playing multiplayer game modes against AI opponents. It is not the same thing as to play scenario.

Yes, and I am looking forward to skirmish mode myself. What I was clarifying was how difficult scenario-building or -modifying is, using the scenario editor.
