As a big fan of the Warhammer/40k universe I don't think I have come across a game which involves the building/start of a new space marine chapter. (why does every game have to be about pre existing chapters, why not create your own dynasty)
I know it will probably never happen, but i would like to see a game where you could build your own 'chapter' from the ground up. Create your own colour scheme, name and emblem design etc. It could have elements of RPG with the Chapter Master/leaders/main characters with talent and level upgrading and weapons (you choose what you want your heroes and troops become), but keeping the main game as a turn based strategy. The idea would be to become the biggest and best chapter unlocking new equipment/vehicle, upgrading your homeworld and troop classes etc, while fighting various factions in the 40k universe. Various missions/quests could be added, or choice paths where you have to make one of three choices several times throughout the game which will change the entire outcome of the game etc. Name your squads to make them more personal. Compete against other peoples chapters in multiplayer, or team up against a really hard AI opponent.
I dont know if anyone cares or likes the idea, but i think it would make a cool game to play.

That's a great idea! But it's already being made.
You haven't heard of Chapter Master? The game of cunning and skill where YOU command the the Adeptus Astartes (commonly known as Space Marines, and colloquially as Angels of Death) one of the most elite and feared fighting forces in the Imperium of Man. The primary unit of organisation is the Chapter, a self-contained army fully equipped with its own transport, non-combatant support staff, etc.
As Chapter Master, you have a chapter monastery, think Xcom base, where you manage the affairs of your squads, vehicles and ships, their recruitment and requisition, weapons manufacturing, vehicle manufacturing (unless you're dependent on Mars), research projects, which could supplement or replace shipments from Mars, etc. In addition, Using your sector map you pick a homeworld which will be the base of your operations and where all the systems under your domain are listed whereby local governors and Imperial commanders request aid and action from you. You have total customization over your chapter elements, such as their heraldry, backstory which would give you certain special virtues and vices, a paint studio where you can fully customize the look and feel of your chapter, and full control over the names of your leaders, squads and ships.
The resources of your chapter will need to be dispensed toward missions in your sector that would secure the 'favor' of local governors to insure their cooperation. As Chapter Master, you will be presented a list of missions and requests for help from those governors of nearby sectors and have to respond accordingly making difficult decisions from chasing down space pirates stealing supplies from you and your sector allies to stemming the tide of a full blown Tyranid or Ork invasion, investigating anomalies, colony disappearances, whispers of chaos worshipers to full blown demonic invasions, etc... How spread out will you allow your chapter resources to get? Will you simultaneously task your forces with responding to all the crisis at hand or keep back some forces in reserve should a more pressing matter reveal itself? What if your Chapter Monastery comes under attack while your forces are all deployed to far off regoins? All of these are tough decisions you, as Chapter Master, will have to make,
A layer upon this would be the Favor System that would go up or down depending on who you helped or didnt and which missions were successful and which were not. The Favor System is your currency and ties in a Reputation level which could cause other Space Marine chapters to aid you, shun you, invite unwelcomed scrutiny from the Inquisition to being sanctioned from the High Lords of Terra themselves causing you to perform a crusade in penance. How well you perform as Chapter Master is reflected by the Loyalty System of the leaders in your Chapter. Lead them to Glory and they will never question your orders. Lead them astray and watch as eventually one of them will challenge to replace you as Chapter Master. Of course, should you renege upon your sworn oath of allegiance to the Emperor of Mankind and fall to the predations of the Chaos Gods, you will be branded a traitor and hunted until your ultimate demise, the choice is yours.
Managing your chapter and it's resources is an entire game in and of itself, but the dominant theme is epic in scope and feel as it combines similar game play dynamics of Sanctus Reach to fight ground battles, Battlefleet Gothic: Armada to fight your space battles, and Space Hulk for more tactical personally led missions which could result in special artifacts to help your chapter or a wild goose chases depleting chapter resources and time.
As Chapter Master, you'd be responsible for the outfit, supply and experience of all your squads, vehicles and ships at your disposal. Use the Favor System as your currency to outfit your Chapter and the Reputation System to align yourself with local governors and even other Chapter Masters to aid you in ultimately determining how successful your chapter would be dealing with the threats in the 41st millennium. Would you, as Chapter Master, succeed and lead your chapter to Glory defending the Imperium of Man, or fail and become a footnote in history, or even fall and serve Chaos?
