Modding Unit and Resource MS Excel files

I note that there are number of MS Excel files and other files that can be opened with Notepad in the various Slitherine OoB folders.

File permissions apart - can I alter the resources/units eg B29 bombers assigned to the Axis in 1939? Regarding the Excel files, the entries are on a single row across various columns so it appears easy to alter 1944 to 1939. Ownership is assigned, in blocks of rows eg Jap...., US..... etc and so on. Can I alter a row/reassign a B29 (eg within the US.... block or do I need to move the row to the Jap.... row?

I am guessing that altering the file save permissions will not impact the game?

USAF (and indeed Bomber Command) bombing statistics apart, which led to carpet/area bombing (may as well hedge your bets albeit many bomber crews wasted somewhat mitigated when precision bombing was available) - I would like to address the Axis failure to design and build long range bombers (although the Condor would have made a great platform).

Actually amending the Specialisation Excel sheet appears to work - so far. I have managed to acquire WaffenSS units in 1939 (and other specialities), but although I have adjusted Japan dates, as yet I have not played as Japan with the altered file. The original file is intact and safe.
