Rationing Specialisation Undefined?

It does not seem that this specialisation does anything. I thought it might become defined once it became available but acquiring the specialisation above it, Female Factory Labor, does not define Rationing.

My question to the devs:
Is only the description missing or is there no effect at all?
I even took the specialization hoping that it would have an effect but that only the descr. is missing.
What is the state?

Thanks for confirming that it's not just me. Now I am wondering whether it's campaign-specific. Right now, I am playing through the U.S. Pacific campaign and that is where I see the undefined Rationing box. Same with you, or are you playing another campaign?
