IMPORT TOOL core force bug or not?

Hello! I'm just testing the export of my units from previous campaign "Morning sun" to to the next "Rising sun". I undertsand that for the balance I have to resurrect my units but I noticed that:
1. - The commanders from my units disappeared when I import the Army from Morning SUN to the Rising Sun. My question is it for the good balance (without the commander from previous campaign) or it is a bug?

Commanders are currently not carried over. We did not use unique commanders in the Japanese campagns so that would have caused issues in case the same commander is awarded in consecutive campaigns.

On top of that, having a whole set of commanders at the start of the Rising Sun campaign would cause a significant balancing issue, and a major advantage compared to not having them. So until/unless we find a solution for all this, Commanders won't be carrierd over.
