Breaking Off

Once a Cavalry unit has broken off, is it committed to recharge the same enemy unit or can it choose a different target? or even just sit and lick its wounds?

I don't think that you're obliged to charge the same enemy, but if the cavalry are shock troops and the enemy are still in charge range in the cavalry's next impact phase, they'd need to test for charging without orders (unless they declared one themselves). Otherwise they can charge any other eligible targets or move off as circumstances allow (or stand still and do nothing/lick their wounds).

The mounted BG (not only cavalry...) is commited to to the movement or charge rules... and most of times as it is in range of the previous BG charged... it charge again ! but have not to do so if player can control it ! :D
